“What is a Reasonable Accommodation? Legally, Logically, Practically”

We know that Section 504 and the ADA require that we provide reasonable accommodations to otherwise qualified students with disabilities. But how does that translate into action? What is considered “reasonable” in this context? On whose authority? Does whether an accommodation is “reasonable” vary with the type of disability and the type of class? Where does “interactive process” come in? And how do you say “no” when that is the appropriate answer?
